Question: Please describe the relationship between MFA and HomeLoanServ?
Answer: I believe that you are referring to Idaho Housing. Idaho Housing acts as MFA's subservicer.
Question: Who owns the MSR? Who is the Seller to the agencies? Who is the Master Servicer with the agencies?
Answer: The MSR is owned by MFA. At this point, Idaho Housing is the seller/servicer. There is no master servicer.
Question: Would you accept a bid for a total TBA solution that resulted in not retaining the MSR for those loans?
Answer: MFA does not intend to give up the MSR for our loans.
Question: What is the mix of MRB vs. TBA for YTD 2017?
Question: The loan collateral originated my MFA, has significant “Pay-Up” value. How will MFA know they are being compensated properly for this collateral? Could there be a place for a firm to provide that service to MFA? This would take all the guess work out of the value and guarantee that MFA is properly compensated and retains that value for the state.
Answer: The Request for Proposals to Provide To Be Announced Single Family Program Administrative Services delineates the Services to be Performed in Part IV of the document. If this is an additional service that could be provided to MFA in addition to the services outlined in the RFP, you are welcome to provide that information in Part VI: Proposal Format and Instructions to Offeror Question No. 8 which states: "Please provide any other relevant information which will assist MFA in evaluating Offeror's ability to provide TBA Administrative services to MFA".
