2016 Community Block Grant (“CDBG”)

Owner-Occupied Rehabilitation and Accessibility Improvements Program

The CDBG Housing Program’s national objective is to benefit principally low – moderate income families.  Eligible categories for housing are repair and rehabilitation of privately owned residential units, handicapped accessibility, and certain types of housing modernization, code enforcement, and historic preservation activities. 

MFA administers the HOME Owner-occupied rehabilitation program and the NM Energy$mart program, otherwise known as weatherization.  MFA procures with eligible service providers and funds the activities with HUD HOME, DOE and LIHEAP funds. 

Owner-Occupied Rehabilitation Program: The purpose of the program is to provide funding for the rehabilitation of homes occupied by eligible low-income homeowners. Funding of up to $65,000 may be available to homeowners whose annual household income does not exceed sixty percent (60%) of the area median income, adjusted for family size. 

The intent of this program is to provide safe, decent, and sanitary housing for low income individuals and families.  The HOME program mandates that all housing assisted funds must meet certain property standards.  Housing that is constructed or rehabilitated must meet all applicable local codes, rehab standards, and zoning ordinances at the time of the project completion. 

With the CDBG funding,  MFA will be able to leverage up to thirty percent with other funding with existing rehabilitation, increase the width of doorways, install ramps, grab bars, lower cabinets and replace or repair roofs in the designated areas of Colonias to assist more individuals and families.  If only accessibility improvements are made, the CDBG funding will cover one hundred percent of that cost.  Eighty percent of the CDBG funds will be prioritized to the designated (Colonias) areas and twenty percent will be used in other counties.

NM Energy$mart Program:  The purpose of the program is to provide funding to eligible low-income homeowners.  Funding of up to $6,500 may be available to homeowners whose annual household income does not exceed 200% of the poverty rate. 

The intent of this program is to reduce energy costs for low-income households, particularly for the elderly, people with disabilities and families with young children by improving the energy efficiency of their homes while ensuring health and safety. 

With the CDBG funding, MFA will be able to leverage up to thirty percent of the weatherization costs in designated areas, such Taos, Rio Arriba, Valencia, Torrance and Bernalillo counties with installation of grab bars, install ramps, lower cabinets and repair or replace roofs. If only accessibility improvements are made, the CDBG funding will cover one hundred percent of the cost.   Eighty percent of the CDBG funds will be prioritized to the designated (regional) areas and twenty percent will be used in other counties.

Based on an analysis with MFA’s current service providers, they anticipate that accessibility improvements, rehabilitation and roof repair or replacement; there are approximately 600 homeowners who are in need of these services. 

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the New Mexico Mortgage Finance Authority (MFA) will hold a public hearing at 10:30 a.m. Mountain Daylight Time, on Thursday, March 24, 2017, at the office of MFA, 344 4th Street SW, Albuquerque, NM.  The purpose of the hearing is to receive public input on a proposed CDBG Owner-Occupied Rehabilitation and Accessibility Improvements Program.  The program will be discussed and include expected funding, total number of homes expected to be served, expected homeowner rehabilitation and handicapped accessibility improvements anticipated from the rehabilitation and weatherization work. All interested persons are encouraged to attend this public hearing to ask questions and present their views.  Copies of the draft Program Description can be obtained beginning April 10, 2017 from the Community Development Department Director at the New Mexico Mortgage Finance Authority, 344 4th Street SW, Albuquerque, New Mexico 87102, (505) 843-6880.  The draft Program Description will also be available beginning April 10, 2017 on MFA’s website at www.housingnm.org. Written comments can be provided via e-mail at comments@housingnm.org or they can be submitted to the Community Development Department Director at the above address.  All comments must be received by 5:00 p.m., Mountain Daylight Time on April 20, 2017.

Por la presente se notifica que la Autoridad Financiera Hipotecaria (MFA por sus siglas en inglés) celebrará una audiencia pública el día 24 de Marzo de 2017 a las 10.30 a.m. Tiempo de la Montaña en las oficinas de la MFA, (Autoridad Financiera Hipotecaria) 344 4th Street SW, Albuquerque, NM. El propósito de la audiencia es el de escuchar la opinión pública acerca de un Programa propuesto por CDBG de Mejoramiento de la Rehabilitación y Accesibilidad del Propietario-Ocupante. Se discutirá en programa e incluirá el financiamiento esperado, el número total de casas a las que se espera reciban este beneficio, la rehabilitación esperada de los propietarios y los mejoramientos de accesibilidad para personas incapacitadas que se anticipan del trabajo de rehabilitación y climatización. Se exhorta a que  todas las personas interesadas a que asistan a esta audiencia pública y a que hagan preguntas y presenten sus puntos de vista.
