NM Energy$mart Multifamily Weatherization Assistance Program RFP

The New Mexico Mortgage Finance Authority (Housing New Mexico | MFA) operates the NME$ Program, through which contracted Service Providers weatherize homes for income-eligible homeowners and renters. The program mission is to reduce energy costs for low-income: elderly, people with disabilities, and families with children by improving the energy efficiency of their homes while ensuring their health and safety. This Request for Proposals seeks to solicit proposals from qualified offerors capable of providing weatherization services to multifamily units from 2027-2032. Housing New Mexico will enter contracts for Program Year (“PY”) 26-27 for training purposes, and PY27-28 for weatherization implementation. All interested Offerors may attend a training session in person or virtually. Training will be October 20, 2026, 10:00 am to 12:00 pm at Housing New Mexico, 7425 Jefferson St. NE, Albuquerque, NM 87109. The meeting will be recorded if unable to attend. NOTICE IS HEREBY GIVEN that the New Mexico Mortgage Finance Authority (the “Authority”) will hold a public hearing on September 24, 2026, at 2:00 p.m. MST, for and on behalf of itself and the State of New Mexico (the “State”), regarding a proposal that the Authority issue, pursuant to the provisions of Sections 58-18-1 through 58-18-27, inclusive, NMSA 1978, as amended (collectively, the “Act”), a plan of finance (the “Plan of Finance”), and one or more indentures of trust, loan agreements or other financing agreements (collectively, the “Indentures”), one or more series of its federally tax-exempt single family mortgage bonds under Section 143 of the Internal Revenue Code (the “Code”) in an aggregate principal amount of not to exceed $800,000,000 (the “Bonds”). Public Hearing: FY26 Recovery Housing Program Action Plan & Performance Report October 14, 2026, 2:00pm 7425 Jefferson St. NE, Albuquerque, NM 87109 NOTICE IS HEREBY GIVEN that the New Mexico Mortgage Finance Authority (the “Authority”) will hold a public hearing on October 14, 2026, at 2:00 p.m. MST. The New Mexico Mortgage Finance Authority (Housing New Mexico | MFA)(“Housing New Mexico”) and the Department of Finance and Administration, Infrastructure and Planning Division (DFA) are seeking public comment on the amended Recovery Housing Program (RHP) Action Plan and Performance Report. A thirty-day public comment period will begin on September 29th, 2026, and end on October 29th, 2026. The Recovery Housing Program authorizes assistance to grantees (states) to provide stable, temporary housing to individuals in recovery from a substance use disorder.
