NOTICE OF FINDINGS OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Housing New Mexico|MFA.
REQUEST FOR RELEASE OF FUNDS
On or about Monday, August 25, 2025, Housing New Mexico|MFA will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of funds under multiple programs for the Cornerstone Apartments project.
The project will be located west of 3200 32nd Street Bypass in Silver City, Grant County, New Mexico. The municipally donated 1.5-acre site is currently vacant and owned by the project sponsor.
The proposed development is a three-story, wood-framed, slab-on-grade multi-family residential building with a walk-out sublevel, totaling approximately 25,600 square feet. It will include 30 one-bedroom units for individuals earning at or below 30% AMI and one two-bedroom manager’s unit.
On-site supportive services and amenities will be provided. Rental assistance will be facilitated via 5 Continuum of Care vouchers and 25 project-based vouchers through the Western Regional Housing Authority. Development includes site clearing, grading, excavation, a 30-space parking lot, landscaping, and open spaces.
Estimated Project Cost: $8,863,574
Funding Request: $5,939,517 (2022 HOME ARP) and $3,080 (2021 Continuum of Care)
MITIGATION
Mitigation measures will include:
- Post-construction radon testing and mitigation
- Erosion and sediment controls
- Stormwater management
- Dust and noise reduction during construction
- Use of native landscaping
- Wildlife protection through surveys and site timing
FINDING OF NO SIGNIFICANT IMPACT
The MFA has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under NEPA is not required.

PUBLIC COMMENTS
Written comments may be submitted to Housing New Mexico|MFA. Comments received by August 22, 2025, will be considered prior to the funding request. Specify which notice your comment addresses.
ENVIRONMENTAL CERTIFICATION
Isidoro Hernandez, Executive Director and CEO of Housing New Mexico|MFA, certifies acceptance of Federal Court jurisdiction related to the environmental review. HUD’s approval signifies that all responsibilities under NEPA and related laws have been met.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections for 15 days after submission or receipt of the request if based on the following:
- Improper certification execution
- Omission of required steps/findings
- Unauthorized use of funds/activities
- Unsatisfactory project impact findings from another federal agency
