Linkages
Program Overview
Linkages is a state-funded permanent supportive housing program that provides long-term rental assistance and supportive services to individuals with a serious mental illness diagnosis who are also homeless or at risk of becoming homeless. The New Mexico Health Care Authority’s Behavioral Health Services Division (BHSD) and Housing New Mexico (also known as New Mexico Mortgage Finance Authority or MFA) partner with qualified housing and support services administrators across the state of New Mexico who work together to meet program participants’ immediate housing needs and to provide supportive services, such as case management and mental health care.
Program Eligibility
- Adult (age of 18 or older) with a diagnosed serious mental illness (SMI)
- Homeless, precariously housed, or at risk of homelessness
- Extremely low income (30% ELI)
Supportive Services Administrators
There are currently 11 supportive services administrators (SSAs) throughout New Mexico that are overseen by BHSD. The SSAs screen for eligibility, assist applicants with the application process, and send the application to the housing administrator for review to determine if the individual is eligible for the program. Additionally, the SSA serves as the clients’ advocate that will help connect them with mental health services and resources, including connecting the clients with government benefits, along with obtaining and maintaining housing. Housing Administrator
There are currently eight Housing Administrators (HAs) throughout New Mexico that are overseen by Housing New Mexico. The general role of the HA is to ensure that housing units meet housing quality standards and rent limits, landlords receive payment for the unit, and tenants are appropriately charged for their share of the rent.
