Statewide Landlord Incentive Program (SLIP)

What is the Statewide Landlord Incentive Program?

Housing New Mexico, in partnership with the New Mexico Department of Finance and Administration, created the Statewide Landlord Incentive Program in an effort to increase the number of safe, adequate voucher-supported rental units in the state. Eligible landlords are those renting to New Mexicans who have housing vouchers through programs such as Emergency Solution Grant Rapid Rehousing and Homelessness Prevention, Linkages, Housing Choice Vouchers and other programs through which vouchers are issued at the federal, state or local level.

The Statewide Landlord Incentive Program (SLIP) provides landlord incentives, wherein landlords renting to eligible housing voucher holders can receive payments for claims. Allowable expenses are:

  • Get reimbursed for eligible property damage that occurs during a tenant's occupancy or after they move out.
  • Receive coverage for repairs and upgrades needed to meet minimum housing quality standards. 
  • Additional support for costs like security deposits, application fees, utility arrears or connection fees and other allowable expenses, subject to Housing New Mexico's approval and in accordance with applicable program regulations, laws and/or ordinances.
  • Receive up to one month's rent compensation if your unit stays vacant due to necessary repairs taking longer than one month.
  • Receive up to $500 to secure your unit while required paperwork and inspections are being scheduled and completed.
  • Rate gap payment to cover market rate differences.
  • Landlords and management companies can file claims up to $12,500 total per occupancy per unit

Requirements for Filing a Claim

To begin a claim, landlords should contact Landlord Liaison, Christi Wheelock, to confirm eligibility and receive guidance on next steps. Claims must be filed within 60 days of the damage event, and all documentation must be submitted within 90 days from the date the claim is received. The following documents are required to process a claim:

  • Proof of completed work, including supporting documentation such as invoices, receipts, and clear photos showing both the damages and completed repairs.
  • A completed W-9 form, with the same name that will appear on the reimbursement check. Checks and 1099 forms will be mailed to the address listed on the W-9 unless another address is provided in writing at the time of submission.
  • Verification of payment: as SLIP provides reimbursement for actual costs paid, proof of payment is required (copies of cashed checks, electronic payments, credit cards, verified cash receipt, etc.). Payments cannot be issued for quoted or unfinished work.
