Affirmative Fair Housing Marketing Plan

MFA will review and approve affirmative fair housing marketing plans using guidelines and resources listed below.

An Affirmative Fair Housing Marketing Plan must be submitted:

Initially, for a new project;

Complete a full update, within 5 years, if

  1. The population least likely to apply for housing is not identified in the current AFHMP
  2. Advertising, publicity, or outreach are not appropriate and require modification or expansion;
  3. Residency or admission preference has been adopted by the property since the previously approved affirmative fair housing marketing plan

Note: Owner/agents must review the Affirmative Fair Housing Marketing Plan every five years.  If there is not occurrence of 1 through 3 above, only a certification of continued accuracy is required.

Programs required to submit an AFHMP to MFA:

  • HOME (5 or more units)
  • National Housing Trust Fund (5 or more units)
  • Risk Share 542c
  • TCEP
  • Section 8 (layered with Risk Share)
     

Programs not required to submit an AFHMP to MFA:

  • HOME (4 or fewer units)
  • National Housing Trust Fund (4 or fewer units)
  • Tax Credit
  • TCAP
  • Section 8 (not layered with Risk Share submit directly to HUD)
  • RTC

Required attachments include:

  • Advertising/Marketing Material (should match Worksheet 4)
  • Photos of Fair Housing Poster
  • Photos of Project signs, must display in a conspicuous position the HUD approved Equal Housing Opportunity logo, slogan or statement
  • AFHMP/Fair Housing Act staff training materials

Worksheet 3

Worksheet 3 includes any population that has a significant presence in the Census Tract, Housing Market Area or the Expanded Housing Market Area and is underrepresented at the property or the waiting list would be considered least likely to apply. MFA will apply this threshold at 10% or more when compared to the marketing areas.

  • Advocacy Groups
  • Community Centers
  • YWCA/YMCA

Please Note: New Mexico Mortgage Finance Authority, Public Housing Authorities or State Agencies cannot be utilized as a marketing resource.  These entities do not target anyone.
